Ambani: #HeroISL’s objective is to send India to the World Cup
“That's the ultimate objective,” said Ambani to The Economic Times when asked if India qualifying for the World Cup was the primary objective of the new league.
“Look at Kuwait and how they came all out of the blue into the World Cup (1982). If Kuwait can, why can't India?
"The ultimate objective of the new league is to raise the bar of the game to the extent that India can send a team to the World Cup," he mentioned.
"The quality of Indian football is going to improve more. This is just the beginning and to achieve that ultimate goal whatever is needed will be done. From my side, I am always there,” he concluded.
To his credit, Ambani sahib knew about Kuwait participation in 1982 World Cup and also the exact ranking of India in FIFA. I dont know why he pinpointed only on Kuwait-there are some other smaller countries also who participated once in World Cup.
i will rather follow to footsteps of south east asian nations. thailand, vietnam, indonesia all are doing fantastic in youth lecel, they all have strong local leagues. we will find them miles ahead of us in few years.
This article gives more insight. I think Valcke is not at all negative about ISL. Rather he believes it will help although grassroots development should be the main target.

AIFF president also believed that all ISL clubs will eventually progress into the I-league.
"Some of ISL clubs have already started thinking that how they can merge into the I-league," Patel said.
Meanwhile, AIFF is also mulling to change the timing slot for the ISL matches from 7 pm to 8 pm.
"We are in a discussion with Star Sports over changing the timing of the ISL matches. Nothing has been finalised yet," Patel said.
