Going back to USL.... it reminds me very much of the Afghan Premier League where every region in Afghanistan is represented with one team per region and the games are all at one stadium but it works for them.
Uttarakhand is a mountainous state. Connectivity is not that easy from one district to other district. One cannot travel from one district to other district by Plane or train. Road / Bus is the only option in many cases and it takes time. One stadium should be fine.

The champions of the tournament will bag forty thousand rupees while the runners-up will receive twenty five thousand. A separate competition will be held for women also at the same venue.
Dipendu Biswas, a newly elected MLA of the state, who will don the Mohammedan Sporting jersey this season, revealed the logo of the competition at the IFA headquarters on Tuesday.
ABP reports: Tournament will be played in a outdoors and football will be used, not the futsal balls. IFA said this is the 1st time, so not possible to abide by all the rules.
I don't understand how callous IFA is. Yesterday it was generator oil and now this. God help this country.
