I am not sure about this but I have seen a significant decline in cigarette consumption, at least in West Bengal, in the last 10-15 years or so. I do not know the reason behind it--due to increased awareness of health hazards or strict law enforcement. I remember that in the 80s and 90s travelling in buses and particularly local trains was an especially unpleasant experience because of some people puffing away to glory nonchalantly. Hardly anybody raised a voice against them. The situation is somewhat different nowadays--even if some people tend to have a fag (smoke a cigarette, no pun intended) in a train, they tend to do so in the confines of the toilet. There has certainly been some awareness against the evils of cigarette smoking in recent times.
However, the situation is far from ideal. I am only referring to cigarette smoking in public places and I am not sure of other forms of tobacco consumption like beedi etc.
Its a per person count, so I don't understand the small country argument. As far as I know Islam bans anything addictive, I am sure cigarette falls into that, but no one cares much about it.

Islam doesn't have ban on cigarettes
India would rank pretty high if we include pan masala and other stuff
As far as I know Islam bans anything addictive, I am sure cigarette falls into that, but no one cares much about it.
