My last comment on this will be, based on everything here, the reason the Indian Super League will fail will not be because of the franchise system. Based on history and also whatever has been revealed here, the league will fail simply based on the fact that this is a sports league in India.
And to dispel my personal view that I support this league, I don't. I personally want a J. League style league in India, not a full-on franchise system. I like the idea of slowly constructing promotion/relegation from the top and keeping institutional clubs in the system but limiting them unless they can pass a strict criteria (needed to go from JFL to J3 or J3 to J2).
Balls! Only way forward is to revive is being radical. Cleanup AIFF (FIFA ban notwithstanding), get rid of IMG-R and revitalize I-League. Including EB MB BFC in ISL will placate us fans but won't do an inch to improve Indian football.
Before '93, Japan was pygmy (well, metaphorically speaking) in football. so they created a league, and a system. While we were a powerhouse in Asia till the '70s and thereafter we slackened. The logical path for us was to tighten the belt, reform AIFF and domestic set up as pointed out by @eastbengalpride above. You did not need to wipe out the previous achievements and start afresh (with a faulty model, I daresay). Not very complex, not very far-fetched.
The Japanese professionalized the game in the country in 1993. The J. League was created but the Japan Soccer League was around before it and so were many of the clubs.
