Klopp had no role in drafting him, whatever that means. He was bought from West Brom's youth system during Rodgers' time but Rodgers wouldn't have known about Dhanda particularly. Inglethrope and Beale would have been the ones who looked at and decided to bring him in.
He has been doing okay with Liverpool's U18s and is expected to step upto the U21s full time from next season.
I agree with what you say. My point was the final call would have been taken by klopp and he has always relished bringing young guys and polishing them .
Actually Klopp didn't take the final call and he will not be taking any sort of calls on which youth or U21 player needs to be awarded a new youth contract. If he likes one of the U21 players, he can put them forward to Ayre who will discuss with others and offer them a new contract - like Brannagan, Randal and Smith have got this month. But they were all further along their development and are now fringe first team players.

I must stress that he has not been a stand out yet, but has done okay - the 4 players who stood out head and shoulders above other in the Liverpool U18s and U21s over the past 3-4 years were Raheem Sterling, Suso, Jordon Ibe and Seyi Ojo.

Another Liverpool youngster, Jerome Sinclair shows how dumb he is, signing up with Raheem Sterling's agent Aidy Ward, who everyone at Liverpool despise, and as of now, LFC have decided Sinclair is not worth keeping, and he will move to Man City.
