When I was going to Himachal via Punjab , I couldn't read one sign board as they were mostly in gurumukhi . So yes .
But Minerva is centred around Mohali or may be Chandigarh were hindi is used just like in my state . Dogri in Jammu , kashmiri in Kashmir , ladakhis in Ladakh and Pahari in hilly areas like Poonch but everyone speaks Hindi and Urdu . Mostly home conversation are done in mother tongue . So No
Technically speaking, those are all different dialects of the same language. If you come to South India, you'll understand what a different language means.
The level of Sports Commentary in India is poor because it is effective only when you have native proficiency. English is not a First language or mother tongue for most Indians. Then Hindi is not the First language for many people either-especially Football areas. One can have best Malayalam or Tamil or Bengali commentators but it will not be understood by people outside that state. Best option will be to have commentary in multiple languages.

Like Chennai match telecasts on Star Tamil
Kolkata matches on Star Bangla
Only English language matches on Star 1 and 2 and 3 and 4 .
Did anyone notice 3 and 4 have disappeared and Star select have taken the place .
Except for ladakhi which is neither Info Aryan nor Dravidian .
Best option will be to have commentary in multiple languages.
