Or we can do what the J. League did and suspend the 2nd Division and instead of just wasting money on it we work on developing the I-League and the state leagues until a point where a 2nd Division is viable.

I doubt we can even find 10 teams not in the I-League who have the finances to make a team that can play in a proper 6 month 2nd Division (that includes player salaries, travel etc, and I doubt AIFF will pay for that after what they did with the I-League).

The AIFF had proposed that if the clubs are ready to pay the extra expenses, then they can go ahead with the regular format. AIFF had drawn a budget for the new format, the amount would be handed over to IPFCA and the rest could be supplemented by the clubs to continue with that format. I like the new Fed Cup format though. This is how it should be.
Apparently AIFF spent 17 crores to conduct the league last year. They aim to cut upto 2 crores from that to spend on academies

Really some positive decision taken happy with the outcome. The fed cup format is awesome. Formation IPFCA has really spurn the clubs to fight for their own right. AIFF is not been pushed by them, to work hard.
“If the league is split into eastern and western conferences, the cost for travel and accommodation would be a little over Rs.5 crore. If we stick to the old format, it would cost us around Rs.7.5 to Rs.8 crore. If the clubs agree to share this extra cost, we would have no problem in continuing with the original format,” an AIFF official told Hindustan Times over the phone from New Delhi.
