1. ISL will be top tier, I-league (re-named to whatever) will be 2nd tier.
2. The legacy clubs (EB and MB, who he claims don't have the sort of attendances ISL clubs have) will be in the 2nd tier.
3. There won't be any relegation or promotion for a few years, but the legacy clubs can come up to the 1st tier after they have a "sustainable" model.
4. The leagues will start after the U17 World Cup (though he doesn't say if it will be ran simultaneously).
5. There maybe more concrete news by February-March.
Notice that he uses the word "legacy clubs" and this doesn't include BFC, so I suppose they could be in the 1st tier from next season. And it sounds like EB and MB are getting screwed by AIFF.

Can they run a system where top tier consist of unrecognised clubs and Tier 2 and Tier 3 consist of clubs having cleared Licensing criteria. FIFA will recognise Tier 2 and Tier 3. 2) They are insisting on simultaneous running of leagues because stadiums are not available for ISL due to U-17 World Cup? 3) Can ISL start after January Transfer Window?
@munna219777 As much as you dislike the ISL model and stuff... you and I both know they could probably pass it in two seconds if they really had to. No reason right now but come next season they will.
Goenka is the one holding all this back from all accounts and now it will be even harder to do this since Atletico de Kolkata won the ISL again... 2 titles in 3 seasons is enough for him to probably say "Why should we disband when we are creating a new history" or something.

I agree. I actually think there is a chance neither make it... they just don't have the makeup at all of an "ISL type team" whereas Bengaluru FC does. IMO, East Bengal seems to be the more ready team but I hear more about Mohun Bagan.
Both Kolkata clubs need to be in the same league and I hope IMG-Reliance look at the Kolkata derby and see that they need it more than it needs them.

They can rather start the League in September and have a 1 month break Or play all games in October in Chennai,Pune,Bangalore, Ambedkar Delhi and 10th ISL club home
