    More than 1st division I feel IMG-R would struggle  to form 2nd and 3rd division 

    Because of lack of marketable 

    If they  have clubs like Minerva, Churchill, Samity, Delhi United, kenkare etc they will struggle to have a marketable second and third divisions and lack of investments will make closing  those leagues and let those clubs rot

    I feel they need bigger brains than people involved with cricket to form a stable footballing structure

    I believe  IMG-R had no plans for merger and wanted to have a 3 month league and make money but they realised that football  cannot be run this way and are forced to go on with the merger

    Arch-rivals Mohun Bagan and East Bengal on Wednesday came on board to play for the revamped Indian Super League and requested AIFF to wave off the franchisee fee keeping their heritage in mind.
    All India Football Federation (AIFF) and IMG-Reliance have been in talks to merge I-League with the Indian Super League to make it the top-most league in the country.
    Mohun Bagan and East Bengal will now put forward a memorandum and meet the AIFF president and secretary in the first week of May seeking their support.
    "Both the clubs have come together on this issue and are willing to play only in the top most official league of the country, considering their contribution to Indian football. Also keeping in mind of their heritage the franchisee fee of Rs 15 crore should be waived off," a senior AIFF official said after a meeting with the clubs and IFA here on Wednesday.
    "They are of the opinion that they should be allowed to play home matches in Kolkata as they don't want to deprive members and supporters of their right."
    These are only the highlights of the conditions that shall be put forwarded to the AIFF ahead of their proposed meeting on May 2-3.

    The clubs will seek the AIFF support to approach the Football Sports Development Limited -- a joint venture between IMG-Reliance and Star India -- that had offered licensing agreement, where the licensor (in this case Mohun Bagan and East Bengal) grants the licensee the right to produce and sell goods, apply a brand name or trademark, or use patented technology owned by the licensor.
    The licensee usually submits to a series of conditions regarding the use of the licensor's property that includes jersey and logo and agrees to make payments known as royalties.
    "Now these conditions do not arise. They will field their own team and get their own sponsors. They want to directly compete in the top most official league of the country with the money they can afford to spend," the senior AIFF official said citing example of low-budget Aizawl FC who are on the verge of winning the maiden I-League.
    "They will make one memorandum and will give it to the Federation. They will want the AIFF by their side and want IMG-Reliance to accept their proposal keeping their contribution to Indian football mind."

    What other clubs ? Do they have their registered offices, own practice ground ? They are just franchise teams....today existing.... tomorrow may wind up. These franchise teams can't be compared to Mohun Bagan or EB.

    All others are franchises who paid for the rights of a city team. MB & EB are clubs. They should be paid image rights by ISL

    If they want a waive off, they cannot expect the same revenue share. You invest money and earn the profits!

    Heritage and history can only get you somewhere. It's interesting that EB and MB voice is toned down now from the rhetoric last season. They are no longer able to arm twist their way into things now.

    Its now a question of franchise fees waiver and eb + mb to stay in Kolkata.

    However Rel-Img will be clear that EB +MB support themselves financially and not touch the central pool.

    Irrespective whether the franchises in ISL are getting their pie from the central pool or not it's a substantial money nonetheless.

    On a side note 

    Would also support AFC inclusion in ISL of they win I-league. They would swamp the Poor NEUFC support and I hope as well. Having one franchise for all 8 states is plain disgusting.

    No noice from BFC till recently.

    I think we must start IFN prediction league for guessing the right out come of merger

    Each Franchise needs to disclose their annual audited Financial statements as per Accounting Principles and then only we can infer whether the Franchises were making profit or not. This is also one of the Licensing criteria
