None of the clubs you mentioned have proved themselves. Neroca is still in 2nd division, Aizawl just entered I league, and Lajong were always fighting relegation.
If these clubs win I league or atleast emerge as title contenders, then it's acceptable that they deserve a voice.
Also in today's world, television audience matters a lot more than in stadia audience.
I wouldnt mind a USA Styled Football Structure. But I-League and 2nd Division should be independent of IMG-Reliance and be able to run the leagues themselves. Also, they should be able to get revenues off TV deals and central sponsorship pool. Also, the league should be run parallely rather than wait for ISL to get over.
Also, the Federation Cup should be played in a fromat such that top 10 ISL clubs, Top 4 I-League Clubs and Top 2 2nd Division LEague clubs compete in a knock-out home and away format.
I still thinking developing the state leagues and rebranding/refurbishing them is part of the best direction to go. Less financial strain on the clubs, less travel, we can see more local players be given a chance, and in the end, the best teams can qualify for a national level knock-out tournament (play-off) among the other top state league teams. This can be separate to the domestic cup, which could include all the top state league teams.
Still doing the I-League and I-League 2nd Division (this one especially) just does not make that much sense, at least for now.
Another option is to conduct State leagues like in Europe with 16-20 teams, Relegation - Promotion etc. Top 1-4 teams can play in a knockout champions league based on the state leagues grading. It'll minimize the traveling costs a lot.
Mostly there is gonna be a USA Aussie style league but don't know whether a merger will happen
and mostly next season is the end for all crap scheduling.....

Promotion/Relegation in the state leagues can be done, less risk involved. We can also involve zonal leagues/conferences.
I would also like to eventually development/minor leagues under the ISL which would be in between the ISL and the state leagues. Cities which are big enough but not ready/big enough for ISL can be put in with perhaps "B" teams of the ISL sides. Of course that is dream speak at this point.
I think its just too optimistic to even plan down to the state league levels and link them upwards.
Am not even optimistic that the top tier itself will be sorted out fully, primarily the amalgamation of MB-ATK, EB and BFC being part of a single league itself will bring in a lot of legal challenges in itself.
For eg., will EB and BFC pay the required franchise fees to IMG -Rel or AIFF whoever is gonna run the league? The remaining or atleast in the books of ISL franchises show a 8 crore franchise fees.
What will be the legal hurdles for the MB-ATK merger? MB will have an ego of being the bigger club in this country while ATM may say they have nurtured the fledgling Franchise to its maturity by 2017, who will blink first? also with bengal elections will the money be tightened up?
Plus the fact the Sporting club, Lajong will not go out without a fight to any proposed second div as they have been part of i-league since its inception.
MFC -MCFC merger?
loads of questions as well as the fact on who will be the owners of the new league?
what will be the role of star network? will they even pay TV revenue for the new league as they are also partners of ISL.
I would be happy if they atleast have a si gle running top league by 2017 without any delays in the footballing calendar.
2018-2019 is when i think the second div link with the top league be established with the promotion and relegation.
Post that only i think we can think about state or zonal levels.
current priority for AiFF would only be a stakeholder in a merger while the driver will be IMG-REL while they will be pre occupied with holding the U-17 worldcup.
