    I also say again their should be 3 places in each division for PSU who don't pay franchisee fees.....army/railways/services in top div Maybe BSF/ONGC/Air India( names can change) the mandate should be that these teams would be in smaller towns where attracting investment is difficult ..... Best way to kick start state leagues...is that only those state association will get a revenue from the league which have proper state leagues (min 14 teams in each div....on home and away spread over 6 months). The revenue share will increase with beter state leagues like goa which has even u 14 league will get higher than bengal

    First the merged league should become stable before we even start to think about 2nd division 
    Every clubs should be given time to create and expand their fan base
    Till then AIFF can invest in and strengthen the state leagues which should be expanded to 3 -4 or 5 months

    Relegation Promotion can work only when the 2nd division is structured similarly with atleast 16 teams and has a revenue model not less than 25% of division 1. Otherwise, the probability of death of a relegated division 1 team will be very very high.

    @Dx,most important is the question of ownership of the new league. FIFA rules does not allow private ownership for a country's premier league. It has to be owned by the Fed or the clubs themselves. Now, will IMG-R let go a potential cash cow (more so when they are yet to recover the investments), or does AIFF have the managerial capabilities to run it?

    Your questions regarding the clubs are true. Larsen Ming won't agree to sign the death sentence to his club, more so when he is an office bearer of AIFF. Though, for club combinations (JVs) I think components can be evaluated by chartered accounting firms and ownership shares decided. ADK-MB, DSK-Pune City, MFC-MCFC may be worked out thus. No place for egos here. Though the issue of paying ransom to AIFF remains.

    I will add more to your list. What happens to Salgaocar FC (one of the most illustrious clubs; they have the finest academy in India as well). Will they be culled citing AFC norms, like Churchill? That would be the most cruel joke. What wrong did SCG or Aizawl FC do to attract closure?

    If Pune city-dsk, ATK-MB, Mumbai City - Mumbai FC can work out, why can't FC Goa - Salgaocar - SCDG merge? 

    With FC Goa's huge success, there is literally no following left for Salgaocar and SCDG. They also should merge for the National League but can remain separate for the state league.

    Goa can and should have 2 teams, north and south. Enough potential and market for that, needs the right moves to click.

    Lack of stadium is a problem in North Goa.

    Clearly it would follow the EPL model where the ISL clubs +3 to 4 top i-league clubs form the elite league "governed" by themselves and IMG "consulting" them.

    IMG would strike the deal with SAI to block stadiums for a 6-8 month league with AIFF providing "Approval".

    while this elite league will come under AIFF thereby satisfying FIFA regulations.

    The responsibility of handling the second div, fedaration cup, santosh trophy, Durand cup, NT and WC - 17 and WC-20 will be by AIFF.

    Very clear and simple. Doesnt mean it wont yield results though. Why not?

    I don't feel Goa should have 2 clubs population of whole Goa is just above15 lakhs not marketable
