Where are we having the system i explained now? I know its harsh but whats wrong with it? Maintaining a second tier, Santosh trophy, Durands etc... are a lot easier than maintaining the top tier. Thats were the cost is and thats were the politics and Bikering always will be.

So from what I gather on here, and adding my own two cents, First Div Season 1 1. BFC 2. Mumbai - MCFC+MFC 3. Delhi - Dynamos 4. N.E 1- SL (franchise fee?) 5. N.E.U.FC + N.E club for infra (Guwahati FC) 5. Chennai - CFC (ozone takes care of infra + already efforts being made) 6. Kol -1 (E.B) 7. Kol -2 (MB-ATK) 8. Goa - 1 (Sal-Dem-FC Goa) 9. Goa -2 (Sporting) (Franchise fee?) 10. Pune fc + (new ISL Pune franchise) 11. Kerela Blasters - 12. New Franchise for IMG-Rel (ideally Ahmdbad or Jaipur / U.P, Bihar, Jhark Rep)
DIV 1 - Expanded by creating a new franc and merging the winner of the 2nd div till we reach 20 teams. Promotion/Relegation can then be implemented. Meanwhile figure out how to rebrand and sell the state leagues to the public.

It would be better to disband - Kerala Blasters/NE United for good reasons. You cant have club name as a whole state it will block the other clubs and teams from the same state. Before the Brand clings on. it is the right time to re-brand to City instead of whole state. State named team will work in small states, not in big states of India.
@Maddie Keep off Kerala Blasters. They're here to stay! You can go and disband your Bengaluru FC if you want. The name Kerala Blasters doesn't hinder another club like Viva Kerala from Kozhikode, Travancore Titans from Trivandrum, Malabar United from Kannur etc to come into ISL.

Goa have 2 teams? Maybe in the future. Feel like everyone is discussing this in a "I want it now" way and not "What is the short-term and long-term".
