The "thumping of the chests" was more for 2017-18... the AFC are "okay" with it for now but they want something for 2018-19 and it isn't like the AIFF or anyone is being forced on anything. There isn't even a quote that the AFC want exactly an 18 team league, that seems like pure speculation by the article writer (which, in an unified league of ISL and I-League would probably have 20 teams)
