I am interested. @somesh to let other states win the tournament you need players playing in the state they were born and not let the stronger team steal the best talent of other states. For example last years winners Bengal had some glaring examples like Robin Singh, Denson Devdas etc

You also have to think about the sponsors. Do you think they will continue to sponsor the tournament where the top two states donot care much about the trophy. As it is Sponsors are hard to find for Indian Football

When i said the Goan squad is not a strong one, it was my personal opinion. As most of its players are playing in i league 1&2(5 teams) most of the players are from the 2nd div i league team from Goa which didnt qualify for i league final round & just cannot be taken lightly as those boys will have a point to prove.
As big clubs donot release their players for the tournament so you cannot say that its weak. They are the best from whats available maynot be as strong as when all players are released.
I've compiled a state ranking (men's and women's) based on results since 2000. Teams are given points taking into consideration the strengths of the teams they play and the results. So, for example, for men, a 0-1 defeat to Goa is worth more than a 1-0 win over Rajasthan (a team who loses only 1-0 to Goa would be considered a stronger team than the team who only managed to beat Rajasthan 1-0)
You will see that Manipur is ranked surprisingly highly, but their results have shown that they are a good team (last year, for example, they just lost to Punjab on penalties and missed a place in the quarter-finals).
