Dadra & Nagar Haveli definitely has a football association, and I think Lakshadweep does too. I've read some news about a tournament called the "Subroto Mukherjee Cup", mainly for young players. In one of these, Nepal U-14 beat Lakshadweep U-14 by 25-0. Here is a picture of a football field at Agatti, Lakshadweep.

DNH FC Silvassa is a club from Dadra & Nagar Haveli, while AFA and Farimagu Recreation Club are clubs from Lakshadweep. Maybe we will see these two territories joining the Santosh Trophy in future, but I think they need to have a preliminary round with all the weakest teams, to give them a chance to have competitive matches and avoid huge scorelines.
