Arab countries (barring Iran) were not developed in Sports. AFC was controlled by Hong Kong, then Malaysians and later on Arabs by 1990s when Oil money really started to Boom. This decision was made to protect teams like India, China and South East Asian countries. Without them money in Asian football is very difficult. If India cannot make it even in 24 teams then it's not AFC 's f**king problem.
@goalkeepar Good Question. Geographically Iran is a part of Arab world but it is not considered Arab because Language (Persian not Arabic) and Religion (Shiite instead of Sunni) issues.
