There are reasons why Pune had been a failure so far...
Failure of Pune FC is that though they try to publicize club in the crowded areas near stadium at Hinjewadi and waked but the poster consisting of Anas, Azumi are not that pleasing to the IT crowd who expect some relaxation time at stadium... so we can say the poor product in I-league is a reason for the failure of PFC or KBFC in attracting crowds...
As far as FC Pune city goes, their failure was because of two things signing like Kastos was announced pretty late that not many came to know world cupper was representing the team and the ticket rates were among the highest in the league which made people wonder if it is worth going to stadium and watch match when most of players are unrecognizable (it is fact that most people know players who represent EPL teams or linked with Top5 EPL clubs)..
For all pune clubs, the answer is simple get players whom EPL crazy crowds recognize even oldies would work I guess and get the tickets rates at affordable one
They still looked to get big numbers though and that is what matters. Probably also the usual corporate seats handed out by the top.
Point is, Pune is a massive city. Over 3,000,000 people in the city alone. You should be able to get at least 10,000 a game at your stadium otherwise it is not the city, but the team.

just check Barclays Premiere League screening last year thousands gathered just for that
Pune doesn't have such football fans
even Chennai which doesn't have any great footballing history

Mohun Bagan , East Bengal and Mohd Sporting can't even sell out non-Derby games...
GOA can manage to have an empty stadium for a Fed Cup final !
