Yes, random Nigerians, random Brazilians also, probably. I-league used to survive with these only. Only too obvious for a league of a 151 ranked country (and someone was saying FIFA ranking has no uses ).
But from last year onwards, there is a jump on the quality of the foreigners in the league. And this year's foreigners are more promising. So there definitely an upswing in foreigners' quality on year to year basis.
How and why this has happened? Well, one contribution is of the marquee rule's, definitely. This rule is forcing the clubs to look beyond random foreigners. My question is why AIFF hasn't tried it before? Answers will vary from sheer incompetence to why-do-I-care attitude of AIFF themselves. Now don't blame the clubs on this. Their resources are already stretched, they won't accept something until forced to.
For info, top paid random foreigners -- Odafa, Penn, Chidi, Uga-- are either clubless or in Div II. Says a lot on the current situation. And over-payment will come down over time as this is a buyers' market and you have limitless options, even for a lowly-placed country like us. Maybe the developments are too slow for some people's liking but, the fact is: it is improving.

If you need top quality youngsters from the world, then follow the Marquee rule+ reduce Indians to 7 players on the pitch with 4 foreigners, or make one EU & AFA player mandatory among the 4. If you can bring corporates for ISL make em come into I-league. Its that simple.
@Deb_Ban I have some disagreement with you....I league Clubs are not like children that AIFF needs to spoon feed them every thing.If they would have understood the necessity to increase the over all quality of the football played by their clubs they would have recruited quality foreigners long before.Its due to the over all standard of I-League,the clubs has not felt the necessity of bringing quality foreigners.Where Odafa can score 30-34 Goals a season why the fuck they will need quality players?
And I don't believe one marquee can change the quality of whole team.If you put a lion inside a group of goats for long time,eventually the lion will start eating grass after a certain period of time.To change the quality of football in India,we need more Youth Development Programs,training in world class football academies, world class infrastructures etc etc which requires huge amount of money.Money, which clearly AIFF is not having and will not be having in far far future if they continue the same way.
Here comes the role of IMG which can market Indian as a presentable product and sell it to the corporate.Surely its a business.It should be.No one will gave away money as charity.Will You?at least I will not. IMG has taken a huge gambling where chances of profit is very less.If ISL become successful and in future i-League and ISL merge together just think what it can become with huge no of fan base,money from TV rights distributed among clubs,corporate funds and sponsors,advertisements,merchandising...I might be too optimistic but there is huge amount of potential.As Eleanor Roosevelt said,"The future belongs to those who believe in the beauty of their dreams."

@ashindia -I league was founded in 2007 and already 7 years have passed and Indian FIFA Ranking has "developed" by 8 Rank(2007-Rank-143 to 2014 -Rank-151,if you call it development).You will be in height of expectation that i-League have left few more trick up their sleeves to bring so called "DEVELOPMENT".I don't know you guys are blind or pretending to be blind towards the pathetic and woeful condition of i-League and opposing ISL with petite things like "why its two months","where is the website"..."why 30+ foreigners".."why aren't they training" so and so while the league has not seen its first light yet.Are we not forgetting our past?Are we not aware of our condition?Guys we are already in ICU...what can be worse??:P
