It is NOT about height of the structure, but about the nature of the construction (Pucca or kutcha/ temporary/ removable). The army need open space around Fort William so as to remove obstacles at short notice and gather men and equipments during any cross border threat. Eden Garden got an one time exemption (may be through some loophole, may be because its location being at one end of the Maidan), but others are not going to get it. The Morons-in-Charge of Mohun Bagan actually ignored the Army diktat and built a concrete gallery, but had to stop midway. So it is not that nobody had attempted it.

And @Cybertron, the Army may not love to see India improve in football, their only concern is to keep the country secure against external threats. No closed door (or open door, if you prefer that also) meeting with WB Government will be able to change it ...

So basically, unless you are willing to spend a lot of money you can not get the land?

@ArsenalFan700 Where there is a will, there is a way. The clubs should redevelop already existing stadiums.

    en.wikipedia.org/wiki/Howrah_Municipal_Corporation_Stadium

This stadium was used for AFC Cup games by Mohun Bagan few years ago. It is not very far. There are some other stadiums like this also in Calcutta municipal boundaries. Now whether these clubs can convince or lease the owners (Howrah Municipality) to convert this into modern football only stadium-atleast some proposal should be there.
Buying new land outside city is out of question and it will be away for fans also. Redevelop the sites within the city.

Personally I feel the long term plan for the Kolkata clubs should be to eventually build and/or own their own stadiums. Renting a stadium out can also be pretty expensive and then you got revenues and all that being split. Also, both clubs are very historical in Indian football and have a big following - they deserve their own stadium.

The problem though from what I can see is that the land needed would be to expensive (like, way expensive) and the current grounds are Army owned and to get permission to do any major redevelopment is impossible. So ya, perhaps develop Howrah but eventually I would like to see this turn out to just be temporary and for East Bengal and Mohun Bagan to plan to move into their own, modern, stadiums by the 2020s or early 2030s.

Ambedkar stadium?? that stadium is in pathetic shape right now. It will take them 5-6 years to build that.

What about Mallapuram stadium Floodlights? I think @shakkeerKM is from that area so he can shed some light on that.  Also what about Calicut Football Stadium?
