On Thursday(13.12.2012), the Mumbai Heritage Conservation Committee (MHCC) decided to give an No-Objection Certificate (NOC) to Cooperage Ground in Colaba to lay out astroturf (artificial turf) and constructing a stand.
Souter Vaz, secretary of WIFA, said: “We are happy that after our
presentation the MHCC has decided to give us an NOC.” The ground will
start holding football matches in the first week of January.
“We have written to the All India Football Federation (AIFF) that since
the work at Cooperage is not yet complete and does not meet the
standards to host I-League matches, we will not be able to host any
matches,” WIFA CEO Henry Menezes said.

Both correct! Because the had to wait long for NOC from MNCC the work got delayed. So the ground won't be ready in time to host this seasons i-league matches.
Definitely not 2014-then half of I-league of next year will also be gone. i think local Mumbai league games and school tournaments. Anyways its a good news. This incident happened becoz of their lazy attitude-even after getting huge FIFA grant. They kept on changing contractors for stands. Court has given them permission for temporary stands only-the ones which can be dismantled. I hope what will be the next step of the local Builders lobby. Already they have one case in Supreme Court pending against stadium. Hope they dont bring stay aginst this decision next year before I-league. One more thing-WIFA has big plans for Rovers cup this year-

Hopefully we will see clubs like Dempo, Mohun Bagan battling it out with Mumbai FC at Cooperage starting July 2013.
I spoke with one of dna sports team guy... he said there is still some confusion around cooperage holding this season and is looking less likely
Just start it in 2013-14. Open it up with Rovers Cup.
