@BrainFallINDIA , I would prefer anybody other than IMG-R handle this, even Ms Mayavati. IMG-R has shown they are not honest brokers.

Top 6 ISL teams and top 6 I-League clubs should play in an united league is what I suggest. The rest 2 ISL teams and remaining I-League clubs and top 4 second division clubs can form the League One.

That is one feasible option. No fuss, merit based. But it does not solve the problem of having three teams from Kolkata. It may also mean to have 2-3 teams from Goa, and 2 from Mumbai, and one from football's own place Pune. And there is the issue of paying capitation fees to IMG-R.
