That's a flippant comment. Scouts come to watch games, and if they find a player interesting, they will keep coming back or follow them over the years. Top European clubs employ scouts all over the world, and they report back on the individual players progression, not on their team's results.
Unlike in India, European clubs do not recruit 1.5 scouts in total. There is no reason why scouts would not watch that match, particularly if they had been following one of the players from earlier matches
Realistically, if Indian players do make it in Europe it will probably be at clubs at the level of Norway or anywhere else in Scandinavia. They are not like your Manchester City's or Chelsea's, they don't have the money for a lot of scouts and certainly not enough to send more than maybe 1-2 to Asia, if at all. India U17 is in Norway though and they would certainly be willing to check them out since they are close by.
It is not only the scouts that take an interest in players, but also opposition teams that you play against. As an example, Allan, a young midfielder at Liverpool caught the eye of the Liverpool youth coaches when his previous team Internacional were playing in the Frenz Utd trophy last year (where the AIFF U19 team that included Daniel, Milan etc were also playing). They signed the player through the recommendation of the youth coaches for their youth side, but he doesn't qualify for a work permit yet, so he has been send to loan to Finland, then Belgium and next season he will again be loaned out until he qualifies for a work permit, when they will bring him to their youth setup or even to their first team.
Two other examples are Tiago Ilori and Joao Teixeira who were signed after their impressive performances against Liverpool's U18 side in the UEFA Youth League a few years ago. They also wanted to sign Joao Mario but Sporting wanted too much money for him, so they didn't get him.
Couple of years ago, I talked to Harry Winks of Spurs (he is in their senior squad now) on a flight to Vietnam (where they were going to play a youth tournament against Japan, Vietnam and Roma) and he told me that scouts and clubs are always monitoring their matches wherever they play.
Playing against good youth sides at this level clearly provides opportunities for players to better understand the game and get noticed by scouts and clubs.
He was a cool kid. I was amazed how well behaved and nice the lad was. Some footballers are total jerks though - Gerrard, Sakho, Sturridge were all arrogant when I met them while Mignolet was very polite and nice.
Ya, I heard a lot about those. Thierry Henry is a supposed bastard but Wenger is a gentleman from what I hear. Last year I met the Columbus Crew players after the game and former US international Michael Parkhurst just ignored me when I wanted a high five after the game but then Federico Higuain came up to me and gave me a handshake and we spoke for a bit, it was awesome.
