I would have preferred more clubs from Delhi region and some clubs from Chennai, Ahmadabad and Hyderabad. BTW, aren’t there any football clubs in Nagpur, Indore, Raipur and Vizag? Too many clubs from Kolkata, I would have liked some from rest of Bengal (if there are any).
Plus I am not sure about PIFA, Kenkre, and the Bangalore academy (never heard of it). WTH, AIFF can’t find some decent clubs to take to the fields for the second most important league of the country! Why don’t they rear (incubate) some clubs?

kenkre fc is probably one of the best in youth structure in mumbai and have a decent following in local level too....but they lack in funding to get any big players(you could say that they are jct of mumbai when it comes to player making) and pifa is basically a academy team and i dont think they will be having an average age more than 23...
i dont expect either of team to make to even final round may be kenkre can just pull out to finals but not good enough for promotion to main division though

ONGC has announced last year after relegation that they will be releasing all their players and will form a team only after fulfilling criteria i.e will comeback only when they turn professional....so i doubt their return.....
and i guess southern samity could pull up a surprise this season given that they getting some impressive signing for their route to top division.....and in place of mohd. sporting, shimla youngs or eagles should make it i feel

Take these clubs out and you have a good 18 team league with equal groups and good representation (6 from NE, 3 from WE, 3 from Kolkata, 1 from North, 2 from Goa, 2 from Maha, 1 from Orissa)
As for next season AIFF should look more into getting rid of a few more Kolkata clubs like Kalighat and Southern Samity and bring in a club from Chennai and the North while in Goa get rid of SESA and get a club from the GPL like Margao FC or some other club from the Goa League. Also in the NE get rid of a Shillong club as Shillong is turing into another Kolkata as they have to many clubs and promote the champions of the Nagaland Premier League to the I-League 2nd Division.
New representation for 2013 (or 2012-13):(NOTE: I am predicting that Chirag and HAL get relegated and that HAL dissolve while Chirag play in the league. Due to this the AIFF allow another team from Hyderabad in the league.)
