ISL is not serious about even AFC cup Qualifying match. They dont want plus it is not ACL spot. It is a qualifier losing which you play in AFC Cup.

You also need to look whether it is a proper league or a cup tournament. Proper league will not have Finals. Thats why I-league is given the upper slot.
